What is the SPF 10 DNS lookup limit?

SPF permits at most 10 DNS-query-causing terms during one evaluation path. Exceeding this limit can cause PermError.

Does ip4 count as an SPF DNS lookup?

No. ip4 and ip6 mechanisms do not consume SPF DNS lookups.
